The ministry of Agrarian Policy and Food of Ukraine, posted on its website for public discussion of the draft law on turnover of agricultural land, which the Cabinet of Ministers has to develop and submit to parliament in March. UNIAN says.
According to the document, the ministry of Agrarian Policy intends to invite Parliament to legalize the sale of land lease rights and the right to use the land for agricultural purposes. The owner of the land will have a preferential right to receive their rights. Upon the sale of lease rights to third parties, the landowner will be entitled to receive a certain percentage of the transaction amount.
In the case of the enactment of the law, the owners of the rights of rent will also be able to transfer to sublease sites and arrange them as collateral for credit financing.
As UNIAN reported earlier, in Ukraine in 2001 the moratorium was put on the sale of agricultural land. The owners of the land are the only individuals who are now effectively denied the right to dispose of it. In this regard, all the agricultural enterprises of Ukraine have processed only the leased land. However, experts argue that there is a shadow land market in Ukraine.
The moratorium will end in January 1, 2017. The verkhovna Rada ordered the Cabinet to develop a bill on turnover of agricultural land before 1 March 2016.
However there divided opinion concerning the abolition of the moratorium.
