On the 25th of November the Law of Ukraine № 1701-VII came into effect, which presupposes an open access to information of State Register of Real Estate Titles.
From now on individuals and legal entities will be able to obtain the information from the State Register concerning a property they have interest in, either in electronic form or in hard copy. Electronically the information can be obtained through the website of the Ukrainian State Register. To obtain a hard copy it is required to submit the application in person or mail it to the state registration authorities or notaries.
Many countries of the world have a successful experience of utilization of open registers, which prevents corruption and increases investment attractiveness.
Currently the State Register of Real Estate Titles has information about those rights and encumbrances which were registered obligatorily only after the 1st of January, 2013. Data from previous years were not transferred into the new Register automatically and only those appeared if the subject sent a corresponding request. Nonetheless, by the end of the current year it was announced that 1.5 million of land plots which were registered before the 1st of January 2013 will be transferred into the new State Register.
